Bu metni kaleme alanlardan biri olan B\u00fclent \u015e\u0131k tasla\u011fa dair tan\u0131t\u0131c\u0131 bir yaz\u0131 yazarak tart\u0131\u015fmay\u0131 daha g\u00f6r\u00fcn\u00fcr hale getirdi.<sup><strong>2<\/strong><\/sup><\/p>\n\n\n\n<p>\u00d6ncelikli olarak \u0130BB\u2019nin b\u00f6yle bir strateji belgesini haz\u0131rlamas\u0131n\u0131 \u00f6nemsedi\u011fimizi vurgulamak isteriz. Belge\u2019de <em>G\u0131da Egemenli\u011fi<\/em> perspektifinin temel al\u0131nmas\u0131, g\u0131da meselesinin \u00e7\u00f6z\u00fcm\u00fcnde; toplumsal s\u0131n\u0131flar, toplumsal cinsiyet, g\u00f6\u00e7men i\u015f\u00e7i, mevsimlik i\u015f\u00e7i ve ekoloji ba\u015fl\u0131klar\u0131n\u0131n bir b\u00fct\u00fcn olarak ele al\u0131naca\u011f\u0131na dair bir teminatt\u0131r.<\/p>\n\n\n\n<p>Metni bir b\u00fct\u00fcn olarak ele almadan \u00f6nce haz\u0131rlanma y\u00f6ntemine dair birka\u00e7 \u015fey s\u00f6ylemek istiyoruz: S\u00f6z konusu taslak \u00f6nce d\u00f6rt imza ile haz\u0131rlan\u0131p tart\u0131\u015fmaya a\u00e7\u0131lm\u0131\u015f ve bu a\u015famadan sonra bir g\u0131da konseyi kurulmas\u0131 hedeflenmi\u015ftir. Bu y\u00f6ntem strateji belgesi haz\u0131rlamada kolayl\u0131k sa\u011flam\u0131\u015f olabilir, ancak G\u0131da Konseyi aya\u011f\u0131 eksik kalm\u0131\u015ft\u0131r. Taslak \u00e7al\u0131\u015fmalar\u0131na, yazarlar\u0131n koordinat\u00f6rl\u00fc\u011f\u00fcnde ve konunun \u00f6zneleriyle yap\u0131lacak bir \u00e7al\u0131\u015ftayla ba\u015flanm\u0131\u015f olsayd\u0131, ayn\u0131 zamanda G\u0131da Konseyi i\u00e7in de ilk ad\u0131m at\u0131lm\u0131\u015f olacakt\u0131. Ancak ge\u00e7 kal\u0131nm\u0131\u015f say\u0131lmaz. Kamuoyunun g\u00f6r\u00fc\u015fleri yaz\u0131l\u0131 olarak al\u0131n\u0131rken, konunun \u00f6znelerinin kat\u0131laca\u011f\u0131 bir \u00e7al\u0131\u015ftayla taslak daha geli\u015fkin bir d\u00fczeye \u00e7\u0131kar\u0131labilir.<\/p>\n\n\n\n<p><strong>2- Belge\u2019nin ilkeleri, hedefi<\/strong><\/p>\n\n\n\n<p>Taslakta <em>Kentler ve G\u0131da Politikalar\u0131<\/em> ba\u015fl\u0131\u011f\u0131 alt\u0131nda genel bir durum de\u011ferlendirmesi yap\u0131lm\u0131\u015f, ard\u0131ndan yerel g\u0131da politikalar\u0131n\u0131n artan \u00f6nemi&nbsp; vurgulanm\u0131\u015ft\u0131r.( s. 15,16,17,18,)<\/p>\n\n\n\n<p>\u0130stanbul G\u0131da Strateji Belgesi\u2019nde; politika \u00fcretirken, g\u0131da tedarik zincirinde do\u011fa ve insan sa\u011fl\u0131\u011f\u0131na \u00f6ncelik verilece\u011fi, \u00fcreticilerin ve t\u00fcketicilerin haklar\u0131n\u0131n adil bir \u015fekilde korunaca\u011f\u0131, gelir d\u00fczeyinin, toplumsal cinsiyet e\u015fitli\u011finin, ekolojik ilkelerin ve hayvan refah\u0131n\u0131n g\u00f6zetilece\u011fi, \u015feffafl\u0131k prensiplerine uyulaca\u011f\u0131, konunun t\u00fcm taraflar\u0131 ile diyalog ve i\u015f birli\u011fi i\u00e7inde \u00e7al\u0131\u015f\u0131laca\u011f\u0131 s\u00f6ylenmektedir.&nbsp; Belge\u2019de, \u0130stanbul i\u00e7in hedeflenen g\u0131da sisteminin temel ilkeleri \u201cAdil, G\u00fcvenli, Diren\u00e7li, Onar\u0131c\u0131, D\u00f6ng\u00fcsel ve Do\u011fa dostu\u201d olarak s\u0131ralanm\u0131\u015f ve \u015f\u00f6yle denilmi\u015ftir:<\/p>\n\n\n\n<p>K\u0131saca \u00f6zetledi\u011fimiz ilkeler \u0131\u015f\u0131\u011f\u0131nda haz\u0131rlad\u0131\u011f\u0131m\u0131z G\u0131da Strateji Belgesi ile g\u0131da \u00fcretim ve t\u00fcketim s\u00fcrecinde \u00e7evre ve insan sa\u011fl\u0131\u011f\u0131na \u00f6ncelik veren, \u00fcreticileri ve t\u00fcketicilerin haklar\u0131n\u0131 adil bir \u015fekilde koruyan, gelir ve toplumsal cinsiyet e\u015fitli\u011fini g\u00f6zeten, \u015feffafl\u0131k prensiplerine uyan, <em>konunun t\u00fcm taraflar\u0131 <\/em>ile diyalog ve i\u015fbirli\u011fi i\u00e7inde \u00e7al\u0131\u015fma yap\u0131lmas\u0131n\u0131 ama\u00e7l\u0131yoruz<em>.<\/em> (s.33)<\/p>\n\n\n\n<p><strong>Adil G\u0131da Hakk\u0131<\/strong><\/p>\n\n\n\n<p>Taslakta \u201c Toplumun huzuru, ge\u00e7imi ve sa\u011fl\u0131\u011f\u0131 tar\u0131m ve g\u0131da sekt\u00f6r\u00fcn\u00fcn sa\u011fl\u0131\u011f\u0131na ba\u011fl\u0131d\u0131r. Tar\u0131m ve g\u0131da sekt\u00f6r\u00fcnde \u00e7al\u0131\u015fanlar hak ettikleri adil \u00e7al\u0131\u015fma ko\u015fullar\u0131na kavu\u015famazlarsa, toplumsal refah ve sa\u011fl\u0131kl\u0131 g\u0131daya eri\u015fim de g\u00fcvence alt\u0131nda say\u0131lamaz. K\u00fcresel pazarlara endeksli, asgari \u00fccret ve asgari \u00e7al\u0131\u015fanla azami kar\u0131 hedefleyen, makul fiyat\u0131 d\u00fc\u015f\u00fck maliyet ve d\u00fc\u015f\u00fck kalite olarak g\u00f6ren, \u00fcreticiyi de t\u00fcketiciyi de s\u00f6m\u00fcren bir tekelci sistem ulusal g\u0131da egemenli\u011fine engel olu\u015fturur. Ge\u00e7imini g\u0131da \u00fcretim ve ia\u015fesinden sa\u011flayan insanlar\u0131n emeklerinin kar\u015f\u0131l\u0131\u011f\u0131n\u0131 alaca\u011f\u0131, haks\u0131z rekabete, haks\u0131z kazanca, karaborsaya, ta\u011f\u015fi\u015fe, s\u00f6m\u00fcr\u00fcye izin vermeyen, g\u00fcvenilir ve besleyici g\u0131dalara eri\u015fimi temel bir insan hakk\u0131 olarak g\u00f6ren adil bir g\u0131da sistemine ula\u015fmak temel amac\u0131m\u0131zd\u0131r. (s.30) denilerek<\/p>\n\n\n\n<p>G\u0131da ve Adil G\u0131daya Eri\u015fim Hakk\u0131na vurgu yap\u0131lsa da eksik kald\u0131\u011f\u0131n\u0131 d\u00fc\u015f\u00fcn\u00fcyoruz. Adil g\u0131da sisteminin bir aya\u011f\u0131nda \u00fcretim ve \u00fcretenlerin g\u0131daya ula\u015fma hakk\u0131 di\u011fer aya\u011f\u0131nda da sadece t\u00fcketici olan kesim bulunuyor. Konunun b\u00fct\u00fcnl\u00fc\u011f\u00fc i\u00e7erisinde kentte ya\u015fayan herkesin adil olarak g\u0131da hakk\u0131n\u0131n korunmas\u0131 ve sa\u011fl\u0131kl\u0131 g\u0131daya ula\u015fabilmesine dair mekanizmalar\u0131n kurulmas\u0131 ve y\u00fcr\u00fct\u00fclebilmesi i\u00e7in de somut \u00f6neriler geli\u015ftirilmesini \u00f6nemli buluyoruz.<\/p>\n\n\n\n<p>\u0130stanbul i\u00e7in bir g\u0131da sisteminin <em>G\u0131da Egemenli\u011fi<\/em> perspektifini temel almas\u0131 ve geni\u015f bir kat\u0131l\u0131mla kurulacak olmas\u0131 elbette olumludur ancak bu noktada akla \u015f\u00f6yle bir soru geliyor:&nbsp; \u201cKonunun t\u00fcm taraflar\u0131\u201d kimlerdir? Taslakta oldu\u011fu gibi belirsiz bir tan\u0131mlamadan kurtar\u0131l\u0131p taraflar somut olarak tan\u0131mlanmal\u0131d\u0131r.<\/p>\n\n\n\n<p>De\u011finmek istedi\u011fimiz bir di\u011fer nokta Strateji Belgesi\u2019nin, i\u00e7inde&nbsp; hayvan refah\u0131n\u0131 \u00f6nemseyen&nbsp; vurgular olmas\u0131na ra\u011fmen, \u00e7ok insan merkezli olmas\u0131d\u0131r. Ayr\u0131ca metinde yer alan \u201c\u0130stikrarl\u0131 ve do\u011fa dostu\u201d gibi kavramlar do\u011faya d\u0131\u015far\u0131dan bir bak\u0131\u015f a\u00e7\u0131s\u0131 sunmaktad\u0131r. Bunun yerine \u201cDo\u011fal d\u00f6ng\u00fcyle uyumlu\u201d gibi bir ifade <em>do\u011fan\u0131n par\u00e7as\u0131 olma<\/em> perspektifini daha g\u00fc\u00e7l\u00fc bir bi\u00e7imde vurgular. Bizce \u201cHayvan refah\u0131\u201dn\u0131n \u00f6nemle vurgulanmas\u0131 ve bu yakla\u015f\u0131m\u0131n g\u0131da \u00fcretim s\u00fcre\u00e7leri ile birlikte b\u00fct\u00fcn do\u011fal ya\u015fam\u0131 kapsayacak bi\u00e7imde geni\u015fletilmesi gerekmektedir.<\/p>\n\n\n\n<p>Belge\u2019de \u00f6nemli ve olumlu buldu\u011fumuz bir tart\u0131\u015fma da <em>S\u00fcrd\u00fcrebilirlik<\/em> kavram\u0131yla ili\u015fkilidir:<\/p>\n\n\n\n<p>Y\u0131llard\u0131r&nbsp; kullan\u0131lan&nbsp; s\u00fcrd\u00fcr\u00fclebilirlik&nbsp; kavram\u0131n\u0131n&nbsp; ve&nbsp; bu&nbsp; kavram \u00e7er\u00e7evesinde&nbsp; \u015fekillenen&nbsp; iktisadi&nbsp; ve&nbsp; teknik&nbsp; yakla\u015f\u0131mlar\u0131n ekolojik&nbsp; sorunlar&nbsp; kar\u015f\u0131s\u0131nda&nbsp; yetersiz&nbsp; kald\u0131\u011f\u0131,&nbsp; sorunlara&nbsp; \u00e7\u00f6z\u00fcm sa\u011flamak&nbsp; bir&nbsp; yana&nbsp; mevcut&nbsp; sorunlar\u0131n&nbsp; maskelenmesine ve&nbsp; daha&nbsp; da&nbsp; derinle\u015fmesine&nbsp; yol&nbsp; a\u00e7acak&nbsp; \u015fekilde&nbsp; uygulama alan\u0131&nbsp; buldu\u011fu&nbsp; da&nbsp; bir&nbsp; ger\u00e7ektir.&nbsp; S\u00fcrd\u00fcr\u00fclebilirlik&nbsp; kavram\u0131n\u0131 s\u00fcrd\u00fcr\u00fclebilir&nbsp; bir&nbsp; \u015fekilde&nbsp; kullanmak&nbsp; art\u0131k&nbsp; olanaks\u0131zd\u0131r.&nbsp; Bu metinde&nbsp; bir&nbsp; kaynakta&nbsp; ge\u00e7en&nbsp; ifadelere&nbsp; at\u0131f&nbsp; yapmak&nbsp; gibi zorunlu&nbsp; olan&nbsp; haller&nbsp; d\u0131\u015f\u0131nda&nbsp; \u201cs\u00fcrd\u00fcr\u00fclebilirlik\u201d&nbsp; kavram\u0131&nbsp; yerine \u201cdo\u011fa&nbsp; dostu&nbsp; ve&nbsp; istikrarl\u0131\u201d&nbsp; ifadesini&nbsp; kullanmak&nbsp; tercih&nbsp; edilmi\u015ftir. Bu&nbsp; ifade&nbsp; tercihi&nbsp; ile&nbsp; sadece&nbsp; insanlar\u0131&nbsp; de\u011fil&nbsp; di\u011fer&nbsp; canl\u0131lar\u0131&nbsp; da dikkate&nbsp; ald\u0131\u011f\u0131m\u0131z\u0131&nbsp; ve&nbsp; do\u011fal&nbsp; hayat\u0131n&nbsp; istikrar\u0131n\u0131&nbsp; korumay\u0131&nbsp; temel ilke&nbsp; olarak&nbsp; benimsedi\u011fimizi&nbsp; \u00f6nemle&nbsp; vurgulamak&nbsp; isteriz. (s.20)<\/p>\n\n\n\n<p>Bize g\u00f6re Yeni Ye\u015fil D\u00fczen, Ye\u015fil D\u00fczen tart\u0131\u015fmalar\u0131 sorunun kayna\u011f\u0131na de\u011finmeden sorunu \u00e7\u00f6z\u00fcyormu\u015f gibi yapmay\u0131, bu alan\u0131 kapitalist tekellerin kar alan\u0131na \u00e7evirmeyi hedeflemektedir. Temiz enerji \u00fcretiminde kullan\u0131lan pillerin \u00fcretiminde vazge\u00e7ilmez olan nadir metallerin bulunmas\u0131 ve \u00e7\u0131kar\u0131lmas\u0131 do\u011fay\u0131 tahrip eden bir madencili\u011fe yol a\u00e7m\u0131\u015ft\u0131r. Elon Musk&#8217;\u0131n Bolivya&#8217;da darbe s\u00fcrecini desteklemek i\u00e7in s\u00f6yledi\u011fi \u201clityum i\u00e7in gerekirse darbe yapar\u0131z\u201d<sup><strong>3<\/strong><\/sup> s\u00f6z\u00fc temiz elektrikli arabalar\u0131n arka plan\u0131n\u0131 bize g\u00f6stermektedir.<\/p>\n\n\n\n<p><em>S\u00fcrd\u00fcrebilirlik<\/em> kavram\u0131yla de\u011fil <em>Dayan\u0131\u015fma Ekonomileri, G\u0131da Egemenli\u011fi\u2019nin<\/em> toplumsal de\u011ferleriyle \u00f6rg\u00fctlenmeli ve m\u00fccadele etmeliyiz. Temel yakla\u015f\u0131m\u0131m\u0131z \u201cya\u015fam\u0131 birlikte \u00f6rg\u00fctlemek olmal\u0131\u201dd\u0131r. Son Glasgow Zirvesi\u2019ne alternatif olarak d\u00fczenlenen Halklar\u0131n \u0130klim Zirvesi sistemin kimler taraf\u0131ndan de\u011fi\u015ftirilece\u011fini g\u00f6stermi\u015ftir. Soyut bir \u201csistemi de\u011fi\u015ftir\u201d s\u00f6yleminden \u201cHalklar\u0131n \u0130klim Zirvesi\u201dne y\u00f6nelerek, egemen tekelci s\u0131n\u0131flar\u0131 ve devletleri d\u0131\u015flayan bir yakla\u015f\u0131m ortaya \u00e7\u0131km\u0131\u015ft\u0131r. Yak\u0131n zamanda bizimde bile\u015feni oldu\u011fumuz \u0130klim Adaleti Koalisyonu<sup><strong>4<\/strong><\/sup> kurulu\u015funu bas\u0131n a\u00e7\u0131klamas\u0131 ile kamuoyuna ilan etmi\u015ftir. <\/p>\n\n\n\n<p>Strateji Belgesi\u2019nde hedefler belirlenirken \u0130stanbul n\u00fcfusunun artaca\u011f\u0131 kabul edilmi\u015ftir. Burada eksik olan n\u00fcfusun azalt\u0131lmas\u0131na ili\u015fkin \u00f6nerilerdir. Bize g\u00f6re g\u0131da hakk\u0131 ile kent hakk\u0131n\u0131n i\u00e7 i\u00e7e ge\u00e7ti\u011fi bir s\u00fcre\u00e7te, insan do\u011fa ili\u015fkisini yeniden kuracak yerle\u015fim birimlerine olan ihtiya\u00e7 g\u00f6z \u00f6n\u00fcne al\u0131nmal\u0131d\u0131r. Yeni \u015fehir planlaman\u0131n temel \u00e7er\u00e7evesiyle a\u015famal\u0131 olarak kent n\u00fcfusunun azalt\u0131lmas\u0131, yan\u0131 s\u0131ra k\u0131rsaldan kente g\u00f6\u00e7\u00fc durdurmaya dair bir \u00e7al\u0131\u015fmay\u0131 da g\u00fcndemine almal\u0131d\u0131r.<\/p>\n\n\n\n<p>Bu metinde <em>A\u00e7l\u0131kla M\u00fccadele, G\u0131daya Eri\u015fim, Sosyal G\u00fcvence ve Adalet<\/em> ba\u015fl\u0131\u011f\u0131 alt\u0131nda gelir da\u011f\u0131l\u0131m\u0131 e\u015fitsizli\u011fine vurgu yap\u0131lm\u0131\u015f ancak %10\u2019luk dilimlerde en alttaki ile en \u00fcstteki aras\u0131nda 15 kat fark olan bir \u015fehirde<strong><sup>5<\/sup> <\/strong>bu e\u015fitsizli\u011fin nas\u0131l giderilece\u011fi konusu mu\u011flak kalm\u0131\u015ft\u0131r. \u0130\u015fsizlerin ve asgari \u00fccretle \u00e7al\u0131\u015fanlar\u0131n g\u0131daya eri\u015fiminin nas\u0131l sa\u011flanaca\u011f\u0131 belli de\u011fildir. Ayr\u0131ca, bu e\u015fitsizli\u011fin \u00e7ok farkl\u0131 nedenleri yaz\u0131lm\u0131\u015f ama politika ve m\u00fclkiyet konular\u0131na ili\u015fkin bir de\u011ferlendirme yap\u0131lmam\u0131\u015ft\u0131r. Yine bu ba\u015fl\u0131k alt\u0131nda ortaya konulan k\u0131sa vadede yap\u0131lacak uygulamalarda yer alan G\u0131da ve \u00fcretici pazarlar\u0131 i\u00e7in altyap\u0131 deste\u011fi sa\u011flamak.\u201d maddesinde belirtilen altyap\u0131 deste\u011fi neleri i\u00e7eriyor, somutlanmas\u0131 iyi olacakt\u0131r.<\/p>\n\n\n\n<p><strong>3-Belgenin temel kavramlar\u0131: G\u0131da Egemenli\u011fi, G\u0131da G\u00fcvencesi ve G\u0131da Hakk\u0131<\/strong><\/p>\n\n\n\n<p>Strateji Belgesi\u2019nde <em>G\u0131da Egemenli\u011fi, G\u0131da G\u00fcvencesi<\/em> ve <em>G\u0131da Hakk\u0131<\/em> kavramlar\u0131 ele al\u0131nm\u0131\u015f ve bu kavramlar\u0131n mevcut sistemle ve&nbsp; birbirleriyle olan ili\u015fkileri tan\u0131mlanm\u0131\u015ft\u0131r:<\/p>\n\n\n\n<p>Tar\u0131m ve g\u0131da sekt\u00f6r\u00fcn\u00fcn karma\u015f\u0131k yap\u0131s\u0131, sa\u011fl\u0131k, \u00e7evre, enerji, finans, i\u015f g\u00fcc\u00fc, e\u011fitim, konut gibi di\u011fer sekt\u00f6rlerle yak\u0131n ili\u015fkisi g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda g\u0131da sistemindeki de\u011fi\u015fimin sadece bir sekt\u00f6rle de\u011fil, ekonomik ve toplumsal hayata y\u00f6n veren t\u00fcm temel sistemlerde reformlara ihtiya\u00e7 duyaca\u011f\u0131 a\u00e7\u0131kt\u0131r. Ekolojik tar\u0131m ve alternatif temiz enerji kaynaklar\u0131 sa\u011flanamadan s\u00fcrd\u00fcr\u00fclebilir bir g\u0131da sistemi, \u00e7okuluslu tekellerin ve k\u00fcresel finans\u0131n egemenli\u011fi k\u0131r\u0131lmadan g\u0131da egemenli\u011fi, toprak reformlar\u0131 yap\u0131lmadan, toplumsal refah\u0131 g\u00f6zeten kurumlar\u0131n\u0131n i\u015flevleri yeniden sa\u011flanmadan ve bunun yan\u0131 s\u0131ra konut, ula\u015f\u0131m ve \u00e7al\u0131\u015fma politikalar\u0131 \u00e7al\u0131\u015fanlar\u0131n yarar\u0131na yeniden d\u00fczenlenmeden g\u0131da g\u00fcvencesi-g\u00fcvenli\u011finin sa\u011flanabilmesi olanaks\u0131zd\u0131r. \u201c( S. 19)<\/p>\n\n\n\n<p>Bu g\u00f6r\u00fc\u015f sa\u011fl\u0131kl\u0131 beslenmenin temel bir insan hakk\u0131 oldu\u011funu, s\u00fcrd\u00fcr\u00fclebilir bir tar\u0131m ve g\u0131da sisteminde k\u00fc\u00e7\u00fck ve orta \u00f6l\u00e7ekli i\u015fletmelerin tekellerin bask\u0131s\u0131ndan korunmas\u0131 gerekti\u011fini, k\u00fcresel ticaretin, yerel ve b\u00f6lgesel \u00e7\u00f6z\u00fcmlere engel de\u011fil destekleyici rol oynamas\u0131n\u0131 ve yeni teknolojilerin insan ve \u00e7evre sa\u011fl\u0131\u011f\u0131na etkilerinin ara\u015ft\u0131r\u0131lmas\u0131 gere\u011fini talep etmektedir. Bir G\u0131da Konseyi\u2019nin kurulmas\u0131 ve bunun \u0130BB ile ortak \u00e7al\u0131\u015fma y\u00fcr\u00fctmesi \u00f6nerilmi\u015ftir. Di\u011fer taraftan \u0130BB \u0130stanbul Kent Meclisi G\u0131da \u00c7al\u0131\u015fma Grubu ile Konsey\u2019in ili\u015fkisinin nas\u0131l olaca\u011f\u0131na dair bir a\u00e7\u0131klama bulunmamaktad\u0131r. G\u0131da Konseyi \u00f6zerk bir yap\u0131 m\u0131 olacak yoksa G\u0131da \u00e7al\u0131\u015fma grubunun bir par\u00e7as\u0131 m\u0131 olacak? Mevcut sistemde G\u0131da \u00c7al\u0131\u015fma Grubu bir karar ald\u0131\u011f\u0131nda \u0130stanbul Kent Meclisi\u2019nin ve ard\u0131ndan \u0130BB Belediye Meclisi\u2019nin onay\u0131 gerekiyor. G\u0131da Konseyi bu ili\u015fki a\u011f\u0131 i\u00e7inde mi, d\u0131\u015f\u0131nda m\u0131 tasarlan\u0131yor? G\u0131da konseyine kat\u0131l\u0131m nas\u0131l olacak? \u00d6rne\u011fin Konsey\u2019in bile\u015fiminde \u201cSanayiciler\u201d ba\u015fl\u0131\u011f\u0131 var. Bu sanayicilerin se\u00e7imi nas\u0131l yap\u0131lacak? Bu sorular\u0131n yan\u0131tlanmas\u0131 gerekmektedir.<\/p>\n\n\n\n<p>Bunlar\u0131n yerine, do\u011fa dostu alternatif enerji kaynaklar\u0131n\u0131 kullanan, agroekolojik y\u00f6ntemleri tercih eden, k\u00fc\u00e7\u00fck ve orta boy aile i\u015fletmelerini ve imalat\u00e7\u0131 firmalar\u0131, kooperatifleri, \u00fcretici ve t\u00fcketici birliklerini destekleyen d\u00f6ng\u00fcsel ve do\u011fa dostu bir g\u0131da sistemi hedeflenmelidir.\u201d (S.33)<\/p>\n\n\n\n<p>Hedeflenen g\u0131da sisteminin uygulama ayaklar\u0131ndan biri de&nbsp;&nbsp; \u201cBelediye b\u00fcnyesinde&nbsp; bir&nbsp; g\u0131da&nbsp; kontrol&nbsp; ve&nbsp; izleme birimi&nbsp; olu\u015fturulmas\u0131&nbsp; ya&nbsp; da&nbsp; bu&nbsp; konuda &nbsp;faaliyet g\u00f6steren bir&nbsp; birimin altyap\u0131s\u0131n\u0131n g\u00fc\u00e7lendirilmesi.\u201d dir. Burada altyap\u0131n\u0131n g\u00fc\u00e7lendirilmesinden ne ifade edildi\u011fi biraz daha a\u00e7\u0131lmal\u0131d\u0131r. Altyap\u0131dan sadece teknik altyap\u0131y\u0131 anlam\u0131yorsak bu i\u015fi yapacak \u00e7al\u0131\u015fanlar\u0131n G<em>\u0131da Egemenli\u011fi ve Kat\u0131l\u0131mc\u0131 Onay Sistemi <\/em>&nbsp;perspektifiyle donat\u0131lmas\u0131 gerekir. Mevcut birimlerden birinin g\u00fc\u00e7lendirilmesi nas\u0131l yap\u0131lacak, ya da yeni bir birim nas\u0131l olu\u015fturulacak?
