Massachusetts\u2019deki \u00f6rg\u00fctl\u00fc gruplar\u0131n harekete bir\u00e7ok ba\u015far\u0131 kazand\u0131ran ve ustaca ger\u00e7ekle\u015ftirdikleri  bir analizden bahsediyoruz. Ancak, bu ele\u015ftiriye dayanan hareketler, \u00e7o\u011fu zaman mevcut sisteme ba\u011fl\u0131 kalmakta ve bu sistemin \u00f6tesine ge\u00e7menin yollar\u0131n\u0131 tahayy\u00fcl etme konusunda yetersiz olmaktad\u0131rlar.<\/p>\n\n\n\n<p>Akuno ve Jackson Kooperatifi, son 30 senedir yapt\u0131\u011f\u0131m\u0131z protesto \/eylem modelinin \u00f6tesine ge\u00e7memizi sa\u011flayacak d\u00f6n\u00fc\u015ft\u00fcr\u00fcc\u00fc ve dayan\u0131\u015fmac\u0131 ekonomilerin in\u015fas\u0131 ile d\u00fcnyan\u0131n mevcut haline kar\u015f\u0131 verilecek olan m\u00fccadelenin stratejik olarak birle\u015ftirilebilece\u011finin bir \u00f6rne\u011fini ortaya koyuyorlar. <\/p>\n\n\n\n<p><strong>D\u00f6n\u00fc\u015ft\u00fcr\u00fcc\u00fc Bir Siyaset Olarak Dayan\u0131\u015fma Ekonomileri <\/strong><\/p>\n\n\n\n<p>Dayan\u0131\u015fma ekonomileri genellikle yerel para kullan\u0131m\u0131, topra\u011f\u0131n kamusalla\u015ft\u0131r\u0131lmas\u0131, halk bostanlar\u0131, adil ticaret ve kooperatifler gibi etik ve m\u00fc\u015fterek ekonomik pratiklerle ili\u015fkilendirilir. Bu pratikler ve bunlarla ili\u015fkilendirilen de\u011ferler -yard\u0131mla\u015fma, s\u00fcrd\u00fcr\u00fclebilirlik, adalet, -dayan\u0131\u015fma ve \u00f6zerklik-d\u00f6n\u00fc\u015ft\u00fcr\u00fcc\u00fc bir perspektifi m\u00fcmk\u00fcn k\u0131lar. (Lyon-Callo and Shear 2019).<\/p>\n\n\n\n<p>Audre Lorde\u2019nin \u00fcnl\u00fc s\u00f6z\u00fcnde dedi\u011fi gibi: \u2019Efendi\u2019nin ara\u00e7lar\u0131 efendinin evini asla y\u0131kamaz&#8217;. Dayan\u0131\u015fma ekonomisi; di\u011fer insanlar, varl\u0131klar ve gezegenimizdeki t\u00fcm canl\u0131 ya\u015fam sistemleriyle olan ba\u011fl\u0131l\u0131\u011f\u0131m\u0131z\u0131 benimsememizi sa\u011flayacak ko\u015fullar\u0131 hayal etmek, savunmak, in\u015fa etmek ve onlar i\u00e7in m\u00fccadele etmek ile ilgilidir.<\/p>\n\n\n\n<p><strong>Geleneksel D\u00fc\u015f\u00fcncenin S\u0131n\u0131rlar\u0131<\/strong><\/p>\n\n\n\n<p>G\u00fcn\u00fcm\u00fcz k\u00fcresel kapitalizmi, tek m\u00fcmk\u00fcn ger\u00e7eklik olarak kendini sunar. Bedenler, zihinler, pratikler ve ili\u015fkiler belli bir d\u00fczene tabi k\u0131l\u0131n\u0131r ve bu d\u00fczen, neyin arzu edilebilir, uygulanabilir ve m\u00fcmk\u00fcn oldu\u011funu \u015fekillendirerek sosyal d\u00fczende de\u011fi\u015fimin ger\u00e7ekle\u015febilece\u011fi zemini ve s\u0131n\u0131rlar\u0131 olu\u015fturur. <\/p>\n\n\n\n<p>Ekolojik y\u0131k\u0131m ve tarihsel e\u015fitsizlikler, ahlaki zay\u0131fl\u0131klar, h\u00fck\u00fcmetin cezas\u0131zl\u0131k politikas\u0131, tecr\u00fcbe eksikli\u011fi veya se\u00e7kinlerin menfaat\u00e7ili\u011fi gibi nedenlerin \u00e7ok daha fazlas\u0131ndan kaynaklan\u0131r. Y\u00fczy\u0131llar boyunca s\u00f6m\u00fcrgeci \u015fiddet, sermaye birikimi, patriyarka ve beyaz \u0131rk\u00e7\u0131 \u00fcst\u00fcnl\u00fck ger\u00e7eklik ile i\u00e7 i\u00e7e ge\u00e7mi\u015ftir.<\/p>\n\n\n\n<p>Bu paradigmay\u0131 k\u0131rmak kolay de\u011fildir; inanc\u0131m\u0131zda ve \u00f6znellikte bir de\u011fi\u015fiklikten daha fazlas\u0131n\u0131 ve ideolojik m\u00fccadeleden \u00e7ok daha derin bir \u015feyi, tek ger\u00e7eklik-tek d\u00fcnya inanc\u0131n\u0131 k\u0131rmay\u0131 gerektirir.<\/p>\n\n\n\n<p>Ancak, alternatif d\u00fcnyalar\u0131n s\u0131n\u0131rlar\u0131 ve temelleri belirginle\u015fip daha g\u00f6r\u00fcn\u00fcr hale geldik\u00e7e mevcut tek-d\u00fcnya paradigmas\u0131 tutarl\u0131l\u0131\u011f\u0131n\u0131 kaybediyor. Meksika, Chiapas&#8217;taki Zapatistalar, d\u00fcnya g\u00f6r\u00fc\u015flerini &#8216;bir\u00e7ok d\u00fcnyan\u0131n i\u00e7indeki bir d\u00fcnya  olarak tan\u0131ml\u0131yorlar. ABD&#8217;de, di\u011fer d\u00fcnyalar, di\u011fer var olma bi\u00e7imleri; yerlilerin topraklar\u0131n\u0131 \u00f6zelle\u015ftirme ve madencilikten koruma m\u00fccadeleleri (Whyte 2017); iklim adaleti aktivistlerinin her \u015feyi de\u011fi\u015ftirme temal\u0131 \u00e7a\u011fr\u0131lar\u0131nda (Klein 2014); halen devam etmekte olan i\u015fbirli\u011fine dayal\u0131 hayatta kalma pratikleri ve \u00f6zg\u00fcrle\u015fme stratejilerinde (Nembhard 2014); sahadaki topluluklar\u0131n \u00f6zg\u00fcrle\u015fme hayallerinde (Kelley 2002,Love 2019); topluluk \u00f6rg\u00fctlenmelerinin ili\u015fkisel ve geli\u015fen pratikleri uygulama \u00e7abas\u0131nda ;(Brown 2017, Sandler 2019) ve siyahlar\u0131n ya\u015famlar\u0131 i\u00e7in verilen k\u00f6lelik kar\u015f\u0131t\u0131 kesi\u015fimsel m\u00fccadelelerde (Gilmore 2021) net bir \u015fekilde g\u00f6zlemlenebilmektedir.<\/p>\n\n\n\n<p><strong>\u00dc\u00e7 Farkl\u0131 Politik Y\u00f6nelim<\/strong><\/p>\n\n\n\n<p>\u00c7al\u0131\u015fmalar\u0131m\u0131z\u0131n s\u0131kl\u0131kla ele ald\u0131\u011f\u0131 politik y\u00f6nelimler, bizi tek d\u00fcnya zihniyetine hapsedebilece\u011fi gibi bu zihniyetin \u00f6tesine ge\u00e7memizi de sa\u011flayabilir. Reformist (veya neoliberal) y\u00f6nelim, yat\u0131r\u0131m \u00e7ekmek ve istihdam yaratmak i\u00e7in olu\u015fturulan sanayi b\u00f6lgeleri \u00f6rne\u011finde g\u00f6r\u00fclebilece\u011fi gibi kapitalist b\u00fcy\u00fcme modellerine dayan\u0131r. Sosyal adalet yakla\u015f\u0131m\u0131 ise, sistemdeki noksanl\u0131klar\u0131 fark eder ve i\u015fe alma tercihleri, insani ya\u015fam \u00fccreti gibi ekonomik kalk\u0131nma i\u00e7in alternatif yollar\u0131 te\u015fvik eder. D\u00f6n\u00fc\u015ft\u00fcr\u00fcc\u00fc bir siyaset, sadece kapitalist sistemin de\u011fil ekonomik kalk\u0131nma fikrinin de \u00f6tesine ge\u00e7meyi ama\u00e7lar ve alternatif bir kalk\u0131nma politikas\u0131 \u00fcretmek yerine kalk\u0131nma fikrine bir alternatif arar. (Escobar 2018, 2020). Ba\u015fka bir ifadeyle, kapitalist d\u00fc\u015f\u00fcnceye ve kategorilere ba\u011fl\u0131 olmayan alternatif d\u00fcnyalar\u0131n geli\u015ftirilmesini ama\u00e7lar. Bu d\u00fcnyalarda hep birlikte, birbiriyle ili\u015fkili ve dayan\u0131\u015fma temelinde farkl\u0131 ger\u00e7eklikleri yaratabilece\u011fiz.<\/p>\n\n\n\n<p>Dayan\u0131\u015fma ekonomisi savunucular\u0131 aras\u0131nda, her \u00fc\u00e7 e\u011filim de mevcuttur. &#8216;Dayan\u0131\u015fma ekonomisi&#8217; ifadesi, kapitalizmin yerine ge\u00e7ecek uyumlu bir ekonomik sistemi veya daha \u00f6nce var olan m\u00fc\u015fterek ekonomik uygulamalar\u0131 ifade edebilir. Baz\u0131lar\u0131 i\u00e7in bu ifade ekonomik reform, baz\u0131lar\u0131 i\u00e7in ise radikal bir d\u00f6n\u00fc\u015f\u00fcm anlam\u0131na gelir. Baz\u0131 b\u00f6lgelerde dayan\u0131\u015fma ekonomisi devlet taraf\u0131ndan kurumsalla\u015ft\u0131r\u0131lm\u0131\u015f ve tan\u0131nm\u0131\u015f bir kavram iken, di\u011fer b\u00f6lgelerde sivil toplumu ve gayri resmi pratikleri kapsamaktad\u0131r. T\u00fcm bu \u00e7abalar\u0131n ortak yan\u0131, ekonomik adalet i\u00e7in \u00e7al\u0131\u015fan ve k\u00e2r\u0131 de\u011fil, insanlar\u0131 ve d\u00fcnyay\u0131 \u00f6nceleyen ili\u015fkileri, kurumlar\u0131 ve uygulamalar\u0131 geli\u015ftiren bir siyaset izlenmesidir. Bahsetti\u011fimiz uygulamalar aras\u0131nda, kooperatifler, halk\u0131n toprak kooperatifleri, alternatif para birimleri, zaman bankac\u0131l\u0131\u011f\u0131 ve benzeri \u00e7al\u0131\u015fmalar say\u0131labilir. Bu uygulamalar\u0131n ortak \u00f6zellikleri, rekabet\u00e7i davran\u0131\u015flar yerine m\u00fc\u015fterek pratiklere \u00f6ncelik vermeleri, hiyerar\u015fik de\u011fil demokratik olmalar\u0131, bireyselle\u015fme yerine kolektifle\u015fmeyi hedeflemeleri, dayan\u0131\u015fmay\u0131 ve toplumsall\u0131\u011f\u0131 gizlemek yerine ortaya \u00e7\u0131karmalar\u0131d\u0131r. (Shear 2019). <\/p>\n\n\n\n<p>Bu hareketin nas\u0131l bir araya geldi\u011fi ve geli\u015fti\u011fi kritik bir \u00f6neme sahip. Bahsedilen hareketler neleri ve kimleri i\u00e7eriyor veya d\u0131\u015far\u0131da b\u0131rak\u0131yor? Kararlar nas\u0131l ve kimler taraf\u0131ndan al\u0131n\u0131yor? Dayan\u0131\u015fma ekonomileri, kendi d\u00f6n\u00fc\u015f\u00fcmlerine \u00f6nc\u00fcl\u00fck edebilmeleri i\u00e7in topluluklar\u0131 nas\u0131l g\u00fc\u00e7lendirebilir? <\/p>\n\n\n\n<p><strong>Endi\u015fe Konusundan \u00d6nem Konusuna<\/strong><\/p>\n\n\n\n<p>Dayan\u0131\u015fma ekonomisi hareketinin d\u00f6n\u00fc\u015ft\u00fcr\u00fcc\u00fc bir siyasete do\u011fru nas\u0131l yol alabilece\u011fini incelemek i\u00e7in iki temel olguya bakmak faydal\u0131 olabilir. Birincisi, dayan\u0131\u015fma ekonomisi aktivistleri, kapitalist ekonomiyi \u2018endi\u015fe verici bir mesele olarak ortaya koyarken  (Latour 2004) mevcut yap\u0131 i\u00e7erisinde farkl\u0131 ekonomik modelleri ve ekonomik olas\u0131l\u0131klar\u0131 vurgularlar. \u0130kinci olgu ise, dayan\u0131\u015fma ekonomisi ili\u015fkilerin ve de\u011ferlerin nas\u0131l hayata ge\u00e7irildi\u011fine ve s\u00fcrd\u00fcr\u00fcld\u00fc\u011f\u00fcne odaklanan dikkat isteyen bir mesele haline gelir (Puig de la Bellacasa 2017). Burada temel \u00e7aba; dayan\u0131\u015fma, \u00f6zerklik ve birbirleriyle ili\u015fkilenerek (interdependence) topluluklar\u0131n refaha ula\u015fabilecekleri ko\u015fullar\u0131 yaratmalar\u0131d\u0131r. Aktivistlerin belirli bir ekonomik modeli in\u015fa etme hedefiyle y\u00f6neldikleri d\u00f6n\u00fc\u015ft\u00fcr\u00fcc\u00fc siyaset ise bu temel \u00e7aban\u0131n belli bir k\u0131sm\u0131n\u0131 olu\u015fturmaktad\u0131r. <\/p>\n\n\n\n<p>Halk\u0131n Toprak Kooperatifleri (CLT) hareketine y\u00f6nelik son ele\u015ftiriler, baz\u0131 ortakl\u0131klar\u0131n insan ve toprak aras\u0131ndaki ili\u015fkiyi de\u011fi\u015ftirme ve bir m\u00fc\u015fterek olu\u015fturma amac\u0131ndan sap\u0131p bireysel m\u00fclkiyet ve uygun fiyatl\u0131 konut in\u015faat\u0131 i\u00e7in bir ara\u00e7 haline geldi\u011fini ortaya koymaktad\u0131r (DeFilippis et al. 2019, DeFilippis et al. 2018). Dayan\u0131\u015fma ekonomisi, kurumlar\u0131n ve de\u011fer zincirlerinin b\u00fcy\u00fcmesine, birle\u015fmesine ve \u00e7o\u011falt\u0131lmas\u0131na fazla odakland\u0131\u011f\u0131 s\u00fcrece hakim siyasetin kontrol\u00fcnde kalmaya devam edecektir (Hudson 2020). Dayan\u0131\u015fma ekonomisinin de\u011ferleri ve ili\u015fkileri pahas\u0131na b\u00fcy\u00fcme pe\u015finde ko\u015fmaya devam edilirse, bu hareket, devlet (Sutton 2019) ve \u00e7ok uluslu \u015firketler taraf\u0131ndan sahiplenilme tehlikesiyle kar\u015f\u0131 kar\u015f\u0131ya kalacakt\u0131r (RIPESS 2015).<\/p>\n\n\n\n<p>Bu tehlikelerden ka\u00e7\u0131nmak bizi &#8216;dikkat isteyen bir mesele&#8217; olarak tan\u0131mlad\u0131\u011f\u0131m\u0131z dayan\u0131\u015fma ekonomisine g\u00f6t\u00fcr\u00fcr. \u2018Dikkat\u2019, belirli d\u00fcnyalar\u0131 d\u00f6n\u00fc\u015ft\u00fcrmek, s\u00fcrd\u00fcrmek ve geli\u015ftirmek i\u00e7in gerekli t\u00fcm ad\u0131mlar\u0131n d\u00fczenlenmesi ve ger\u00e7ekle\u015ftirilmesi s\u00fcrecine \u00f6zen g\u00f6stermeyi gerektirir. <\/p>\n\n\n\n<p><strong>M\u00fccadele ve \u0130n\u015fa:  Massachusetts&#8217;de Dayan\u0131\u015fma Ekonomisi \u0130n\u015fas\u0131 <\/strong><\/p>\n\n\n\n<p>Massachusetts ABD\u2019deki en y\u00fcksek e\u015fitsizlik ve \u0131rk\u00e7\u0131l\u0131k oranlar\u0131na sahip refah d\u00fczeyinin y\u00fcksek oldu\u011fu bir eyalettir. Eyaletin en b\u00fcy\u00fck \u00fc\u00e7 \u015fehri olan Boston, Worcester ve Springfield\u2019da dayan\u0131\u015fma ekonomisi i\u00e7in g\u00fc\u00e7l\u00fc taban hareketleri bulunmaktad\u0131r. Boston k\u00e2r amac\u0131 g\u00fctmeyen kurulu\u015flar\u0131n, fon sa\u011flay\u0131c\u0131lar\u0131n, topluluklar\u0131n ve toplumsal hareket altyap\u0131s\u0131n\u0131n olu\u015fturdu\u011fu yo\u011fun bir a\u011f ile New England b\u00f6lgesinin akademik ve finans merkezidir. Worcester ve Springfield ise farkl\u0131 oranlarda, end\u00fcstriyel d\u00f6n\u00fc\u015f\u00fcm ge\u00e7irmi\u015f (post-end\u00fcstriyel) \u015fehirlerdir ve Boston ile kar\u015f\u0131la\u015ft\u0131r\u0131ld\u0131klar\u0131nda k\u00e2r amac\u0131 g\u00fctmeyen kurulu\u015f ve toplumsal hareket altyap\u0131s\u0131 a\u011f\u0131 \u00e7ok kapsaml\u0131 de\u011fildir.<\/p>\n\n\n\n<p>Bir\u00e7ok ABD\u2019li dayan\u0131\u015fma ekonomisi aktivisti, yakla\u015f\u0131mlar\u0131n\u0131 &#8216;m\u00fccadele ve in\u015fa&#8217; olarak tan\u0131mlam\u0131\u015flard\u0131r.
